The short answer is yes!
People will not show popups until they work.
Google announced in 2016 that it was going to penalize sites that use intrusive popups. If your popup patches the user experience, it can harm your SEO.
But if you show pop-ups when someone stays on your site for at least 20 to 30 seconds and only when they come out of your site, they work fine. (This is what they call an exit instant popup.)
Also, if you follow these rules, you will not be penalized by Google.
I still use them on my blog and my search traffic has not decreased.

In addition, you must make a compelling offer to make it work. You can't just say "subscribe to my newsletter" or "buy now". You'll need to create something of value, such as an e-book, guide, PDF, white paper, 10% coupon, or even a free shipping offer.
If you are going to use a popup, make sure it is an external route so it does not hurt your Google ranking and offers real value.
